Clarifying areas of responsibility

Responsibility and manning becomes clear in the organizational models.

Roles and positions belong to departments which in turn are manned with individuals. The departmental structure can be used to visualize main responsibility.

For example - a customer expresses her need with a request.
- The department "Sales" is responsible to respond to the request by creating an offer.
- If the offer is attractive enough, the customer will place an order and
- "Planning" begins.

The model above is not enough if the motivation is to create clarity and understanding with respect to What?, How? and Who?.

The department "Sales" is responsible for the process "Selling services and products", but this does not tell us more than an organizational responsibility. So, we need yet another level of detail, a process model, to get the answers of What?, How? and Who?
