Self-service kiosks where patients can register, monthly invoices and a free pass system which helps patients to keep track of their high-cost protection. Värmland County Council have made improvements to their healthcare administration for which there is no equivalent in Sweden. And they have done so with the support of 2c8 Modeling Tool from 2conciliate.

The County Council have a constantly growing need to provide healthcare, while operating on a limited budget.

“That is why we are in need of organization development so that our staff can focus on caring for patients instead of administration,” says Per Hanning, Development Manager at Värmland County Council.

As the project manager of the internal project for improvements, ABBA (Swedish for Register, Visit, Pay, Fee), he has been taking part from the idea stage to the implementation of better patient services:

  • All patient fees are now paid via monthly invoices, free of charge. Card and cash payments no longer exist – and subsequently there is no need for anyone to administer these types of payments.
  • A free pass system keeps track of the high-cost protection. The manual administration of high-cost passes is no longer required, which makes it easier for both patients and staff.
  • Self-service kiosks where patients can register prior to a doctor’s visit will be put in place. Cutting the queues means that we can help patients who are in need of more support as well as focus more on providing better healthcare rather than spending time on registrations and payments.

“These improvements might seem obvious and easy to implement – but organization development in a county council is far more complex than you might think”, Per Hanning continues, explaining: “We have many different IT systems for various purposes – for healthcare, administration and technology. Therefore it is difficult to have control over the organization as a whole and see the connections between the different systems”.

The first task for the ABBA Project – with representatives from the healthcare, administration and technology units – was to create a common view of the current situation within the project group.

“2c8 Modeling Tool enabled us to map all of our administration routines in one process map – and it was very useful for the entire project group”, Per Hanning explains. “It gave us a visual overview of a scattered organization – as well as an understanding and arguments for the fact that we needed to streamline and simplify our processes.

The next step was to define a goal, also with the help of 2c8 Modeling Tool. With this as a basis for decision-making, it was easy to move on with the project. Instead of “it will never work”, the project was met with enthusiasm from all parties – for the staff it meant more time spent on patient care instead of administration, and for the patients it meant better service.

“Now our staff are less stressed and our patients are more satisfied”, Per Hanning concludes.

2c8 Modeling Tool has been a good and effective support in the organization development – but also in the system development of the new services.

“Writing a requirement specification for this type of IT solution is complicated, but with the help of the modeling tool we were able to visually show what we wanted – from overall processes down to the detail level”, says Per Hanning.

Thomas Wenngren from Knowit in Karlstad – who developed the IT system – agrees: “It is a brilliant foundation with very few misunderstandings, which formed the basis for a time-efficient and successful IT project”.
